do cell phones from US work with international SIMs?

I am keen on gett ing a PPC 6700 from the US. Will they work with my SIM card in Dubai?

It will work if your US phone is "unlocked". this can mean various things:
1. find on the internet free/pay-a-small-fee codes if your phone can do this to unlock it.
2. if not a code, find someone that will unlock your phone when you send it to them.

do a search for your phone model and "unlock or unlocked" and see what you get back.

If you buy it from the US and from the info I gathered on your unit, you'll need to have it unlocked to accept different SIMs.
