Do I add BT transmitter to non BT TV or to cable box?

Do I add BT transmitter to non BT TV or to cable box? I want use BT earphones for tv. TV is 2016 Samsung Smart tv and cablebox is Cisco Explorer.

Usually would go to the TV audio out, you need an adapter for whatever audio out port your TV had to Bluetooth.

Does it have an audio out? If it does you can, but don't know why you would hook up there since it won't work for anything other than cable TV. If you have a Smart TV I would guess you would be using it as a Smart TV with all of the apps on it.
