Question Do You Know What This Screen Problem Is?

Hello,
I have a problem that just started all of a sudden with my TV. My screen has a horizontal distortion the only last a second then it goes back to normal and repeats over and over, 1 second clear 1 second distorted. I am attaching a link to a video I posted to 2 different cloud storage locations that shows the issue. Both links are to the same video, just in case you can't view one. The problem begins as soon as the tv has power, you see it distort for a second when the VIZIO logo appears when the tv is turned on, then it keeps repeating.

Does this happen with all inputs?

That's a 7 yr old TV, I would just buy a used working one. Buying parts or paying someone to repair it would really just be money you are tossing at it when you can buy a fully working replacement for the same cost.
