So just download Windows 7 on this laptop (Dell Latitude E6320) and this started happening

How did you install windows 7?

BIOS of the Dell is up to date?

I used a usb and the bios isn't up to date.

how did you create the USB boot drive? use the media creation tool

update the BIOS

What's the problem?

Reinstall using the USB but instead of continuing through setup immediately, press SHIFT+F10 and then use Diskpart to wipe the drive. When that's done, continue installing normally.

Yeah don't do that, use RUFUS or Universal USB Installer. The MCT has bugs and flaws MSFT has never bothered to fix.
