Does the video convert convert youtube videos into downloadable music tracks

Hi a pop-up came up on a youtube video asking to click on it and it said download a video converter and i was wondering if that converts youtube videos into downloadable music files?

There are many free YouTube downloaders on the internet, you don't have to download that converter.
If you find the pop-up annoyed,just close it.
