Don't Know Which GoPro to Buy

My brother and I want a GoPro to record the crazy things we do. Our budget is $550 not including tax. Should I buy a GoPro Hero4 Silver ($400) and only have $150 to buy accessories? Or, we could get a Hero 3+ Silver for (about $300) and have $250 to buy extra batteries, mounts, a wall charger, dive housing, and a 64GB SD card?
