I'm intirested in making some minor edits to some MP3's. This would include cutting and pasting parts of one MP3 or many MP3's together.

Anyone know of a SMALL program that can do this?

I'm not really intirested in learning a huge program such as Adobe software but this little tasks don't seem like they would require a huge program. I remember making these same edits to small WAV files with Windows Sound Recorder years ago but that has a size limit, right? I don't mind buying the software (it does not have to be free) but I'm not going to spend over $100US for this little project.

I'll have to convert the MP3 to a WAV file first for any editing, right?

Not sure if Acoustica MP3 Audio Mixer meets your specification. Have a look at their official site anyway:
