Is it true that encoding video wiht SndyBrdg onboard graphics is lower quality than encoding with discrete video card?

No. Encoding all depends on the codec / software / quality settings you use. Don't know where you would have heard that even.

True that. The only difference between cards will be the speed at which you encode and if that's what you're interested in than a GPU *should* always be faster than the cpu, as long as there is software support for it.
