Error when re-installing/uninstalling Bitdefender

To download the new version of Bitdefender I need to re-install or uninstall it first, both giving me the following error message:
"bdparentalservice.exe - System Error"
"The program can't start because txmlutil.dll is missing from your computer. Try reinstalling the program to fix this problem."
How do I solve this problem?

Open website, download ( txmlutil.dll) zip file

After download , extract (unzip ) zip file.
Copy file
Go to , window drive ( C/ WINDOW/ SYSWOW X64 FOLDER ) AND PASTE HERE

THEN AGAIN TRY TO INSTALL

I could not find any txmlutil.dll files to download from the bitdefender website, is there another safe site I can download from?
