I can't help you solve the problem, but to understand it. Many laptops are shipped with a hidden "recovery partition" that contains the information needed to reset your computer to factory state, which will erase all of your data. If that partition is damaged, missing, or overwritten, it can't do the factory reset. Three questions:
1) Have you done any disk layout changes or reinstalled the OS?
2) Can you show what the Disk Manager shows for the state of the disk?
3) Can you contact Toshiba and ask for a reset CD or download? That's the best option I can think of short of getting installation media and doing a fresh install.
Save all your stuff to an external backup drive before attempting a reset.
