Faster, older CPU vs slower newer CPU?

I'm looking at 2 laptops, one has the i5-4210U which is newer, and has a base frequency of 1.7,
and the i5-3230M, older but with a base frequency of 2.6.
Normally I would have chosen the one with 2.6 instead of 1.7, but I've heard that newer technology outperforms the older stuff, even if the new one technically has lower speeds.
Can any of you outline the differences in terms of speed and performance for me? Which one is the better option?
I plan to use the laptop for creative software like Illustrator and Photoshop CC, if that's relevant.

this comparison suggests that the 4210 is a lower power version of the 3230. they are the same architecture but the 3230 is clocked higher and so is it's integrated gpu which will improve performance all around. all else being equal, the 3230 looks to be a slightly better choice unless your using the battery all the time where the 4210 will use less power and help the battery to last longer.
