flashing green blocks

I recently got acces to the beta of geforce NOW. but when I use it my screen becomes green and there are flashing green blocks. this also happens when I visit a Nvidia webpage with a video background. I think it is a video decoding issue but the are no problems on any other platforms like YouTube or netflix. I tried reinstalling the drivers but that didn't solve the problem. How can I fix this issue? and is it a problem with the GPU or is it a software problem?

core 2 duo T9400
amd radeon hd 3650 (mobile)
4GB ram
