Formatted computer, videos STILL slow and choppy

I just had my computer formatted (HP 2133, Windows 7) because it was generally running a bit slow, but the biggest problem was the videos. It was impossible to watch them because the image was slow and choppy and wasn't in time with the sound). I had it formatted and the videos are just as bad as before. Any ideas? Many thanks.
