FPS lag despite meeting recommended specs

While trying to play a TPS game, my frames per second drops considerably when there are more players and more projectiles.

The game's recommended requirements are:
CPU: Dual Core 2.4GHz
Memory: 2GB
Hard Disk: 2GB or higher
Video Card: GeForce 8600GT, ATI X1650XT
Direct X: DirectX 9C or Newer

My computer specs are:
CPU: Intel Core i7-3630QM CPU @ 2.40GHz
Memory: 16GB RAM
Hard Disk: 1TB 5400 RPM 8MB Cache
Video Card: GeForce GT 750M (x2)
Direct X: DirectX 11

Game settings are on Low, although I can run 8x AA and Best settings with the same FPS and spikes. What could the problem be? My guess is my hard drive not being 7200 rpm, but I don't know too much about computers. Let me know if I need to provide more info.
 
Don't use as at all and use high settings. As barely does anything compared to textures and other graphical effects. As is killing your fps
 

Yes, I also have the NVIDIA indicators on and it reads "PHYSX -> CPU"

 
Update! (and bump)
I think I've found the culprit. I downloaded RealTemp to monitor CPU speed load and temperature. Right now, even though I'm running only Skype, Chrome and RealTemp, cores are ~75C. While gaming, temperatures reach 95-100C. I know gaming laptops run hot but this seems very high. When temperatures reach 100C, the speed throttles to 1.2GHz and stays there, and I believe this causes the frame lag. Can anyone help me with this?
 
Bump.

After trying to fix some other issues, I remembered this issue is still there. My CPU still runs at 70-80 Celsius when doing very few things. Temperatures reach upper 90's easily when gaming, causing throttling and FPS lag.
