Gateway New95 Will Not Boot

Hey all,
Apologies if this is in the wrong thread. I am having an issue with a family member's laptop, a gateway NEW95. The unit will power on for about two seconds, the fans will start, but then will immidiatly power off, cycling between on and off, before staying on after several cycles with no display. No text appears on screen during the process. I have disassembled the laptop and nothing stuck out to me, but I still consider myself a novice with computers. I have also ruled out the hard drive as the issue. Tried a hard reset, and powering w/o the battery, neither made a difference. Can anyone offer an idea of what could be wrong?

Faulty motherboard most likely. Difficult to spot exactly where even with a trained eye. Some motherboard faults can't be seen at all with naked eye, only by extensive testing with the right equipment and knowledge.
