Good Microphone Preamp/ Amp for PC

I have a Samson R31S and I want to use it for voice overs and recording guitar. I need a Amp/ Preamp that will connect via 3.5mm jack or usb to my pc. i also want the cheapest(price) on possible i have very limited budget.

Have you considered just purchasing the Amp/Preamp you wish, and then getting a connector (cord) that converts one type to another?
