Google Chrome Stutter Lag Low Framerate in HD 1080p Videos and Youtube

Asus GTX 670 DC2T GPU
Intel Core2 Extreme X9650 CPU
4 GB of DDR2 RAM

Whenever I play videos in 1080p HD they stutter and lag dramatically.
This is mostly common and visible with Gamespot videos at HD, and also with every 1080p Youtube videos. Also has these issues with Vimeo although its not as bad.

This issue only occurs with Google Chrome !!
I tried disabling Hardware Acceleration - but it's no use, in fact it only makes things worse.
Additionally, I tried removing the pepflash file or disabling the plugin, but these potential fixes only made videos totally unplayable, as it says the flash plugin fails to load.

So the issue is clearly with the Flash plugin built into Google Chrome when playing 1080p HD (and possible 60fps videos.)

The stuttering in Google Chrome HD 1080p videos is so bad, that lip sync is totally out of sync, fps seem like 5-10 FPS. The video jumps, the audio often clicks and throws noises. The lag can rise into un-watchable levels.

Curiously, the same videos play flawlessly on Internet Explorer 11, meaning I have no issues with IE11 at all.
I also noticed that CPU usage reaches 70-80% when playing the same videos @1080p in Chrome; while with IE11 CPU usage only reaches 17% at max.

Chrome is my default browser for work reasons as well as syncing with my Galaxy S5 phone, but I am sick of copy-paste the URL of videos into my IE11 everytime I wish to watch a short video.

Also worth mentioning, I don't have any of these issues on my gaming rig (Windows 8.1 64 bit GTX 980). But I highly doubt my 2ndry work PC isn't strong enough, as it has quite a powerful CPU + GPU and enough RAM for videos.
So Google Chrome sucks atm.
Oh one more thing, this issue can be bad, real bad or terrible - the stutter levels vary. Sometimes it just feels like bad lip-sync, other times its 5fps.
Please help me reach a solution.

i can't see the screen shot. but if you don't see adobe flash in the plugin list then google adobe flash for chrome and install it from the chrome store.

That's the thing, the only Flash related plugins I find in:

What's odd is that I remember watching a YouTube video, and I saw that I should have had 2 more google flash player plugins that the video maker recommended disabling. But in my case I only have the Adobe Flash player: I guess Chrome change their plugin setup since then?

As you can see, this is the only Flash Player entry I have, I don't have a non-Adobe flash player entries for some reason:


Also, I don't have an Adobe Flash Player in the Google Store, only 3rd party plugins that I rather avoid. That's probably because Adobe Flash for chrome is already installed, just doesn't work properly.

Still need help with this. Ticking "always allowed" didn't really help at all. Additionally CPU usage levels reach 90% when watching an HD video in Gamespot, and it still stutters and look less smooth then it should.
However with IE11 it is smoother and below 20% CPU usage.
Something is totally messed up with the Flash Plugins of Chrome/Adobe for Chrome.

it is the flash plugin+windows (in my case 8.1 x64) epic fail combination, video stutters for 1-2sec for about every 1 min (audio is ok), tried this on newest kubuntu on the same machine - perfectly clear with no single glitch, just look total frame dropped in stats for nerds, it drops frames even when you right click on the video, total mistake, there is no single drop of frame on linux (but there is flash 11.2 not this crappy shit 16)

flash will be gone in the next few months hopefully, adobe does nothing to locate and fix this problem, and the problem is real

Sorry, that's not a solution for me, besides what browsers will support html5 and how does it help with video stutter?

I found another possibility, the user "pllcull08" is using a laptop instead of a desktop and his problem is the same as mine. When ever i unplug the power adapter from my laptop and have a YouTube video playing at 1080p 60fps or even just 1080p, it starts to stutter, lag and it just gets really bad. All i had to do was just enable high performance in the power settings of windows power settings. I don't know if there is a power option on a desktop machine, i cant remember, and i bet there isn't. This could help, i honestly don't know if it might work because your using a desktop.

I appreciate it but it didn't work! Disabling Hardware Acceleration both in Chrome/flags and in Google Chrome settings - didn't help at all. No use. It only made things worse actually. 1080p videos 60fps or not are quite unplayable, stutter and lag badly.

Regarding Power Option, it was already set to Maximum Performance, and my pc is desktop, so it should never matter.
GTX670 should be enough to run any video smoothly. Chrome sucks!!
Can anyone else find some salvation here?

OK THINGS GOT WORSE:
I decided to say "screw Chrome" and install Firefox, as everyone at my work are using Mozilla Firefox with our work software, and since Firefox have really improved their performance and interface a lot.

So I ran Gamespot, clicked on a Reality Check video - and it stutters so bad (with Firefox as well - that I can't watch it.
Why???????
Why do I get this issue with Chrome and Firefox but not with IE?
My system is Win 7 64 home. My other PC runs Chrome at 1080p 30/60fps smoothly.
I just can't stand it anymore.
I feel so left behind that I can't watch videos properly in 2015, when everyone else have a flawless experience. PLEASE HELP.

I prefer Mozilla Firefox. I used to be a chrome fan, but it eats up resources like a pig.

Your problem could be back ground processes.
Check background tasks. Also, check your bandwidth.

Your hardware seems to be just fine as I have a machine running an old msi 6600gt which has 128mb of vram and it plays 720p just fine and 1080 with some stutter/tearing. Your hardware should be good to go.

Even if you have a 'good' internet connection, the lag could be from other users hogging bandwidth.

On linux, chrome has a plugin available called "flash plugin non-free". I don't know if it's available for windows, but you should take a look if chrome is where your heart is.

Check your internet history, cache, etc. When you load a video,m your browser checks your cookies, history, etc looking to see if you have viewed it before. If it has to sift through tons of crap, it could slow down.

One last trick (because I have to get back to work) is to open start menu and in the box type %APPDATA%. Navigate up one file and search for any file labeled Temp. you might be surprised how much space you can clear just by emptying these files and you might see a slight performance gain.

In the future, when installing browsers, pay attention to the advanced settings of the installation and make sure to say no when it asks you to install the update service. In any browser, it just sits in the background, grazing like a cow because it checks for updates all of the time. With the main broswers, you can check for updates manually and don't really need that crap.

I have similar problems with Chrome. Playing videos at 1080p or higher resulted in severe lag/stutter but while playing the same youtube video with Internet Explorer everything was good. I realized that I had accidentally turned of my cooling fan on my laptop which limited my cpu speed to 0.77 ghz instead of 2.4 ghz. Once I enabled it everything was smooth as butter. My assumption is that chrome tries to play html5 instead of flash whenever possible, this I think requires more resources thus the stutter. I'm not saying this is your problem but it is something to think about. Anything you may have disabled on your PC?

For all I know (last time I checked when posting this thread) Mozilla doesn't even have 60fps videos on youtube and gamespot. 60fps 1080p and 60fps 720p is only supported by Google Chrome.

Unless I am missing something - it is NOT background processes. I already formatted my pc and tested it out with nearly no extra programs aside official drivers. I also use CCleaner regularly and aggressively. I disabled every single unnecessary start up program. PC is on a HD drive but loads fast relatively.

I have 100mbps connection. I measure bandwidth constantly using a speed test:

and it shows 101 Mbps download, upload 2.05 Mbps. So my speeds are excellent. I also check up the network map in my router settings and and only IPs I see there I devices belonging to me.

flash plugin non-free" I couldn't find a plugin like that on Chrome Extensions, I am using windows so who knows.

I regularly clean my Chrome History, clean all but cookies once or twice per week, and clean everything once per month. I also use CCleaner to remove all trash, fix register and clean temp - all on regular basis.

I uninstalled and re-installed chrome recently, but I saw no option to not install or disable an update service. The only thing I disabled was "report information to chrome". I don't think the update service is the case, anyway I am not sure how to remove it/disable it now?!

It seems like a problem much more serious than this.
I tried to watch http/www.gamespot.com/videos/4k-gaming-how-cool-is-it/2300-6424968/ right now on HD:
That's supposedly 1080p 60 fps.
The video stutter horribly and skip frames. The cpu load increases to 99% and bandwidth drops to 30Mbps. Something is wrong. It's like hardware incompatibility with flash/chrome/60fps internet videos.

BTW my CPU doesn't heat up when I play the videos. My cooling is excellent.
Still wish I could find a fix here.

I tried but it didn't work. Kept it enabled for now, but it's no use.
I can't really watch HD vids on gamespot on this PC and HIGH also runs bad.

I also tried running this video:

on 1080p 60fps - and it stutters and lags badly. Unwatchable. 720p 60fps runs, but also not super smooth.
I think the source of the issue is the 60fps feature.
This makes no sense. No solution what so ever, even total format and re installation of Windows 7 didn't work.
