Google Chrome Unable To Connect To The Proxy Server ERR_PROXY_CONNECTION_FAILED

I can use any other browsers (Edge,IE,Firefox,ect). I noticed some weird things happening before it gave me that error. Twitch streams wouldn't display video one day, and a week later it gave me the proxy error. This has been going on for about a month now. I used a VPN see if that made a difference. I used Cyberghost and the error still remained. It just says:
Google Chrome Is Unable To Connect To The Proxy Server
Followed by the subtitle: ERR_PROXY_CONNECTION_FAILED
On another note in the Chrome settings it show the "Change Proxy Settings" greyed out with a icon of what looks like a building next to it. Hovered my mouse over it and displays the following:

Try resetting your IE options from Control panel > Internet Options > Advanced > reset.
If even that doesn't work then try resetting chrome options as well.
