GTA V is a reasonably well optimized game. You should be able to play GTA V with high graphical fidelity @1366x768 resolution.

Watch the following video where the person play with both medium and high settings @1920x1080 resolution, getting average 40-60 FPS - https://www.youtube.com/watch?v=zpa8B4YWC8g

His PC Specs:
Intel I5-4210m up to 3.2 ghz
GTX 850M 2GB (2048MB) GDDR5
8GB (8192MB) DDR3L Memory

Also note that though he had posted his GTA V graphics setting as images in the video description in different language, but had clearly translated general terms related to graphics in English:

Élevé = High
Très Élevé = Very High

So @1366x768 resolution you should be able to get 50-60 FPS with ease.

Important Note:

To get the best GTA V game play experience do the following:

- Update your graphics card with GeForce Game Ready Driver for Grand Theft Auto V - http://www.nvidia.com/download/driverResults.aspx/83819/nl-nl
- Read the Official NVIDIA's Grand Theft Auto V PC Graphics & Performance Guide - http://www.geforce.com/whats-new/guides/grand-theft-auto-v-pc-graphics-and-performance-guide

Cheers!

Solution
I have Nvidia GTX 850M 4Gb DDR3 but I overclocked it +135mhz/+180mhz which gave me +15%/20% performance gain and it`s now equivalent to GTX 860M.

My settings in GTA: 1920x1080, FXAA, textures and water on very high, post fx on normal and everything else on high. My framerate goes between 30 and 60 FPS, usually I get 40-50FPS which is smooth.

GTA V is very CPU intensive game so you might have little CPU bottlenecking. My i5 4200H 3,4Ghz is a faster processor than yours and still I often get 100% CPU usage in cities. You can reduce draw distance and population density to reduce CPU usage. I have population density and variety maxed out and pretty long draw distance.

You should be able to play on 1080p high settings.
