GTX 960M / i7 6700hq - 100 fps+ yet stuttering?

I have a Dell Inspiron 15 7559 laptop. i7 6700hq + GTX 960M (4GB) + 8GB RAM. All good.

Yet when playing games, even older titles such as Skyrim, Call of Duty 4, Dishonored, etc... there are lag spikes every 10-15 seconds or so where the game just freezes for 2-3 seconds, and then returns to normal. Asides from that the games run fine, over 50 fps+ in almost all cases.

It's making these games almost completely unplayable. Been so many times where there's been an intense moment and I've messed up because of this.

Any ideas?

Please do try doing a clean install of the graphics card driver.
- Go to Device Manager and uninstall the Nvidia graphics driver.
- Next is to open Programs and Features then uninstall anything related to Nvidia.
- Download and install the latest driver once completely uninstalled.
- Here's the link: http://www.nvidia.com/Download/index.aspx
- Reboot the laptop once the latest driver has been installed.
- After the reboot, do also set Nvidia as the default GPU.

- And do also set Nvidia Power Management to High.
