when I'm driving I don't want to be distracted by looking at my phone I want to be able to say call Joe I'll call you just hear any word on the number for me what is the best software for app for that on my Android phone

You might not need an app, Google Now already does this. Just say "OK Google" to your phone. I'm not sure all Android phones support this though, but it works great on my Nexus 4.
