Now I realize they are different prices, but I'm interested in bang for buck. I'm interested in using the laptop mostly for surfing the web, photo and video editing

Doest answer your question. But have you thought about the core i5 8250u? You may be able to find that in the price range. 4 cores 8 threads, vs 2 cores 4 thread. I've seen them around 500 usd.

My main problem is that I'm from Serbia so I don't have a wide range of choices.
