Can I Play GTA 5 on my hp Laptop With Intel i5 and nvidia ge force 850 with 4 gb ram and about 300 hdd free i have 4 procesors 2.6 ghz

is it the video card with 4gb ram? If so then yes, you should be just fine at medium settings. You will need 8gb of system ram to avoid losing FPS to hard drive thrashing.

Yes you can. It runs on my PC core i5 2nd gen, 4GB RAM, but sucks on graphics. get a graphic card and you are good to go.

Yes you can run the Game at 70 FPS. I have the same specs as you have and I can play it at 70 FPS. So yeah, you can run it perfectely
