Have a new TCL ROKU TV can I hook up to my old receiver with no HDMI?

If your TV has a headphone or analog audio output you can connect directly to any input on the receiver except phono.
Most likely your TV only has an optical audio output. You would need an active optical to analog converter to connect that receiver. Check the TV manual on how to turn on and configure the audio output. You may need to change the audio output type to PCM stereo to get it working.
