Horizontal lines on lcd tv

I have a wansa smart tv. After a few days of use, horizontal lines started appearing on the tv. It was like the whole display slowed down and images were appearing line by line, very slowly. How do I solve it?
 
The display clears up at times. For one day it would be fine then while I am watching a movie the problem starts again. Is it really a case of dead pixels?
 



I have moved it to a different country, after paying customs duty for it. I will have to ship it back overseas for rma. It is a very recent purchase.
Here is a picture, if you could confirm that it is indeed dead pixels and there is no other way out, i will proceed for that.

Oh, this is what happens without any connector. since it is a smart tv, it boots up to the android homescreen and then i have to choose the input. I removed all external connections and just booted the tv, and still this happens...

I had a hunch that it could be due to low voltage problems..possible?
 


Yes!! this happens to me before when my house had electrical problem. I had lights but low voltage, so I tried turning on my tv and that happens. ITs definitely a low wattage problem. SOrry for the misunderstanding.

 
oh thank god! 😀 however, i suspected this and bought a stabilizer, and the problem occurs nevertheless. It is just less frequent now. Should i get a better stabilizer or anything else to fix the problem?
