How can I tether my phone's wifi (not 4G) to my 3DS

I want to tether my hotel wifi to my DS because it's one of those hotspots that opens the weh browser to log in. On my ds (New 3DS xl) I connect to the wifi then open the browser, but it says there's no connection. It's there any way to do this on iPhone OR Samsung? Keep in mind WITHOUT USING MY 4G/LTE

It opens the browser because the Hotel is in contract with a service provider.

That company wants to make you sign up and log in, bombard you with advertising media and possibly capture what personal data they can get out of you.

When you get home, you will notice an increase in Spam e-mails.
