Currently the least expensive new laptop that has a dedicated GPU is the following Acer with a Core i5-8250u CPU and nVidia mx150 GPU for $600. Followed by the Dell Inspiron 5000 that has the more powerful i5-7300HQ CPU and GTX 1050 GPU for $667. The performance of the mx150 is roughly between the GTX 950m and GTX 960m while the GTX 1050 is slightly better than the GTX 965m. I think the GTX 965m is around 20% to 25% more powerful than the GTX 960m.

Cheap / Upgradeable / Decent looking.

Pick 2, at best.

Anything cheap & decent certainly isn't upgradeable.
Anything decent looking & upgradeable is not cheap.
Anything cheap & upgradeable......... either doesn't exist, or will not look remotely appealing.

Most laptops use soldered CPU/GPU or one or the other etc.
There are some laptops using desktop CPUs; but GPUs are usually a different/custom form factor and a standard cards (say a GTX 760 from EVGA, for arguments sake) will not simply "fit".

Without knowing what CPU/GPU/RAM you have, it's impossible to say for sure........ don't even know what era of laptop you'd need.

Also don't forget the almost every company bios locks out any gpu except the ones the laptop came with.

The CPU and GPU cannot be upgraded in these laptops. All Intel mobile CPUs starting with the 4th generation Core series are soldered into the laptop. Gaming laptops with GPUs that can be upgraded generally starts at around $1,400+ USD. They use MXM format GPUs which are basically like "mini-PCIe" GPU cards that can only be used by gaming laptops that have a MXM slot. These types of cards are not sold directly to the public. You generally need to buy them on ebay and they can be pretty expensive; $300+.

-------------------------------------------------------------------------------------------

If you want a laptop that allows you to upgrade the CPU and GPU, then at best you are looking for a gaming laptop with a 3rd generation CPU and one which has a MXM slot. That means you are basically looking for a laptop that is 5 or 6 years old. Note that some MXM GPUs are designed to fit in specific laptops so you need to be careful when buying MXM GPUs. Additionally, there is always a chance that old gaming laptops with MXM slot will not recognize newer MXM GPUs.

The GTX 780m was nvidia flagship GPU back in 2013. The GTX 1050 is currently the weakest nVidia GPU that many gamers would consider as a "gaming GPU" and it is more powerful than the GTX 780m.
