How come my pc can't play 1080p videos on youtube?
specs:
intel i5 6500
8 gb ram
rx 480
256 gb ssd

Because most likely you have crabby Internet speed. Youtube knows this speed and sends you the proper resolution file WITHOUT buffering but you can override this auto-sensing, on my browser is the engine cog icon, but buffering will occur. Don't be afraid to play with the buttons, nothing is gonna blow up.
