How do you unlock the multiplier of AMD FX CPU's?

I want to overclock an AMD processor, specifically the FX-4170 and the FX-4300. Is it even possible to unlock these processors' clock multipliers? If it is possible, then how do I do it?

All FX CPU's have an unlocked multiplier. There seriously isn't one that doesn't. They come that way from the factory and nothing needs to be done. You just raise the multiplier in the BIOS.

my 6300 says its unlocked but when testing my cpu at full load it never goes above 20 or 19x even if i set it higher
