How does a retired Cingular employee acquire a replacement cell phone?

Trying to replace an older cell phone with a Samsung smart phone. Went to an ATT store and was told they couldn't do it - I am a retired Cingular employee with an ERP plan. I have been told by National ERP ATT that I could do this at an ATT store. The ATT store rep states he can not sell me the phone - need to do it online. The web address new cou.edc.cingular.net/login_post.cfm got me nowhere.

Your help is greatly appreciated.
