This might seem like a dumb question-- but is your laptop plugged into the wall?
I see in your screenshot that two graphics options are showing up- the "primary/integrated" (R4) and the "discrete/switchable" (R5). After looking at some online benchmarks, the R5 is definitely more powerful. If your laptop isn't plugged in, it might be switching to the less powerful R4 to conserve power.
If it is plugged into the wall, I would recommend making sure you have the latest, most up-to-date drivers for your video card. (or whatever one calls it on a laptop)
