Sorry man I have that problem too Minecraft PE windows version doesn't support skins yet it should be in the 0.11.0 update btw I have the exact same phone as you lol-peace

btw i have a lumia 530 and in 0.11.0 does support the skin changing but i can't find the right one yet and i can't download it
