how to clear hdd password frozen

I am trying to upgrade to Windows 10. All is good until re-start. Then it fails with an error message about "Secure Boot" Fail. All I can find is that my BIOS is set to HDD password frozen and I cannot reset it. "CMOSPWD" is NOT recommended for laptops and does not work anyway on 64 bit Windows platforms. Looking for answers

I am running a Samsung Laptop with Windows 8.1 Pro and Media Centre. I am led to believe that I am running a Phoenix BIOS chip. There is nothing available that I can see that will enable me to alter secure boot. Even a "clean" install from a bootable DVD fails. I am giving up but thanks for your reply
