How to delete $Windows.~WS

I want to delete $Windows.~WS because every time I download windows 10 the download fails halfway and it creates a temporary file every time that can't be deleted normally. It was no problem until it left me just 1 GB in the C: drive that I could no longer open the media creation tool.
How to delete it?

Run the Disk Cleanup program in the control panel. Or you can just type it into search.

If that deletes it, then download the media creation tool from Microsoft.
