The meters indicated that you are getting audio from the TV.
Make sure that the speaker selector is in the correct position. There are two buttons labeled speakers A and B. Make sure that the speakers are connected correctly and to the right set of 4 connectors.
Also make sure that you don't have the tape monitor switch on. This function was for making a recording on a tape deck that would let you hear the recording as it was made rather than the source so when it is on you will get no sound even though you are on the right input.
Many receivers have preamp out and amp connections on the rear. These should be joined together. Sometimes there is a switch and sometimes jumpers between the connectors.
