Trying to stream one cable connected TV program to another TV not connected to cable.

You need a splitter.

E.g. coax cable ------->splitter --------Output A to one TV, Output B to the other TV.

If a cable cannot be run from the splitter then you will need some sort of wireless path.

The transmitter would be on Output B and the Receiver on the targeted TV.
