how to reset dell venue 11 pro

When tablet is turned on it only goes to a dark blue screen, It runs the initial Dell logo then goes to the dark blue screen. I have two of these which are used on the docking station and the second screen is activated and also I can see the mouse curser. Both have the same problem. Cannot Alt+Ctrl+Delete or right mouse click. Nothing will engage.

You'll have to make a usb thumb drive with a bootable installation of the windows OS you have on your device. Then once in there, you can try the repair function. If that doesn't work, then you'll have to reinstall windows completely.
