How to rest and refund hotmail while it is blocked

when I was trying to sing in my hotmail; I reciev that ID or pasword is incorrect. I wrote same as the given letters but it says again it is wrong. as the email is granted to another one; I requested to rest the password. system sent to me an email with the link to rest it. I tried many times to change the password but still the same trouble is existing. plz advise me what to do now. it is very important email.
