How to restore aspire one laptop without cd

Hello,
hi i cant get my laptop to work,i have tried action center,recovery and control panels. the stupid thing wont log of, restart or shut down. what can i do without taking it to the shop or using a disk

Explain in more detail. It won't work? But it runs, Windows starts up and you can get into Action Center?
