I'm lost as to what you're referring to. Seamless handovers are part of all modern mobile networks - it automatically shifts from one tower to the next as you move between areas.

Hey, sorry for how much time has went by before I got bsck to you.

I want to know how to sole this problem, half because of TV shows that talk about and show this being done, other half is because, well, why not! Some say that it makes tracing you harder but... I just wanna know if it can be done.

Also, moving the same data to multiple towers wastes spectrum, and will slow the area's mobile internet down.
