How to toggle the FN button without having to press and hold on a Toshiba Sattelite

I recently got this Toshiba satellite laptop and realized that the FN mode key is reversed. Is there a way to make the button toggle-able (pressing once to switch modes instead of pressing and holding)? I really appreciate an honest answer.
