How to turn on hardware radio switch on dell latitude D400 laptop

I have a Dell Latitude D400 notebook. It's hardware radio switch is off. How do I turn it on. Please help.

On those older Dells I think it was fn + f2 to toggle it on and off.

Thanks fyend, I spent hours running diagnostics and trying all the complicated solutions. I guess the answer was just too obvious. I know you was responding to someone else's query, but it fixed my problem too - Thanks MR
