Solved! how to uninstall Software Informer?

Program running in background blocking downloads alleging they are malware etc. Program NOT listed in add/remove programs, registry (HKEY_LOCAL MACHINE), Task Manager, Services, "C" Drive (Windows/software or Windows (x86)/ software. The developer's website lists a free uninstall tool that is unavailable due to site info update required by the EU.
 
Solution
Do you see any other unidentifiable software appearing in Task Manager? Something named differently than "Software Informer".

Before the downloads started being blocked did you download any new applications or updates. Could be that something snuck in along with the desired software. And has now taken over.

There are other similar links available so do read and research before trying anything via Powershell

The most straightforward method is to open Powershell and enter "Get-Process" (without the quotes).

Look at the ProcessName column to the right of the output.

Key is to first...
What programs are blocking downloads?

Do you see Software Informer via the Startup tab in Task Manager?

What AV software have you run?

Do not make registry changes until the problem is clearly understood and that it is certain that registry edits are truly the only solution.

1. Software Informer is blocking downloads.
2.Software Informer DOES NOT APPEAR in the Start-up Tab in Task Manger, Add/Remove Programs, the Registry, or in any of the Windows or Program Files on hard drives.
3. AV software is Windows Defender and Malwarebytes Pro.
I have not made any registry edits because the software does not appear in the Registry.

Key is to first identify the culprit process and once identified, then you should be able to stop it.

Unless the process is malware and able to block such attempts. TBD.....

Thank-you for your suggestions. I opened Powershell and read each process line. None stated 'Software Informer' or anything close to it. Last download was "advance System Care" which installed without any problem.
Computer runs without any problems except noted and boots in under 5 seconds. I should be thankful and let this ride until the 'Software Informer' website is reactivated.
Again, thanks for all the suggestions.
