How to unlock a presidents choice lgk4

I have a prepaid lgk4 phone ( new in box) from PC MOBILE and would like to unlock it. The service provider is asked for unlocking but PC MOBILE isn't on listed options. How do you proceed if the network isn't listed or phone hasn't been activated?

'you can have your device unlocked immediately after activation. Please note, a $50 device unlocking fee'

wow. Guess you either pay them. Was the LG k4 cheaper then other carrier ?
