HP laptop is not booting

I have an HP dv7-6135dx. It will not boot up, give beep codes, and even get to the bios screen. I've replaced the AC jack, and the motherboard, and still have the same issue. the power led light where the plug goes blinks continuously, if i try a universal plug, it shuts off the charger. Does anyone else have any other suggestions I can try, other than chucking it?

Remove the battery and unplug the DC power adapter.
press and hold the power button for more than fifteen seconds.
plug in the DC power adapter (leave the battery out for now)
press the power button

I've tried with and without the battery, and the emptying of the caps, I've tried also. I've tried different ac adapters, and the universal ones, just shut off, and the one that is supposed to be for this HP just makes the led light blink. btw the universal ones go up to 90w.

ok, i guess then the power circuitry on the motherboard is toast...

Could there be any other problem? The only reason i ask is because I had replaced the motherboard, with a new one. I know its a possibility that the new one is bad, but I'm just hoping there might be another problem,

try running with just a ram module and strip out everything you can off the motherboard (wifi card, etc), yes it is unlikely that 2 boards have the same exact problem

Did the new board contain a CPU (BGA), or did you move the CPU from the previous board over to the new one?

You should also check the fan(s) (make sure the fan(s) are spinning) and the RAM.

Board came with a CPU already attached, its non removable, at least not without a lot of work. The fans aren't spinning, because nothing is coming on at all, just the led where the ac adapter plugs into. I tried another adapter, and it blinks faster than the other one does, if that helps anyone else figure out what's wrong. I tried without the wifi card, and only one stick of RAM, one at a time anyway, and still get the same results.

Another question. Could the dc jack fit, and be for the wrong motherboard, as far as wattage is concerned?

IDK if this makes a difference, but the original charger was 19.5v 90w, and the one i'm trying to use is 19v 90w, could that be the problem of not enough power getting to it?

A .5 volt offset from the original spec is usually considered within tolerance, so to speak. But if all of the components check out then your problem could either be the board or that jack.

I'm going to order another DC jack and hope that that fixes it. When it comes in, I'll post on here.
