I want to buy a new graphics card for my dell laptop and this is the cheapest its, but it's hp so I wanted to know if it is compatible because I saw some like it by dell but more expensive

Without the model of laptop I can't say. some gpus in laptops are soldered to the mobo.

As far as I can find that laptop has integrated graphics. That means there is not a slot for a discrete gpu. Laptops are not that great for upgrading. I can help you with a new laptop if you give a price range, and the usage, ex: gaming 3d modeling...
