I am unable to use mini rotary fan on samsung galaxy j7 2016

Plz tell me how to operate the mini usb rotary fan on samsung galaxy j7 2016.
It is not working when i connected it to the mobile

Then either the fan is broken or the USB jack on that phone does not provide enough power for it to run.
