It's Google's anti-theft security and there's only one way round it. Go back to the seller and ask him to change his account and password into your chosen name and a password of your own. When you get home, change that password if he knows it.

Nothing else will fix this and if he can't log in, he's might be the thief who stole it from ts owner. Insist on a refund.

If the tablet was linked to their account they also will need to go to their Google account and remove the tablet from there.
