How do I get pics off old lg phone that's broke don't even power on to new phone zte max pro but I still have same number?

If it's broken, and the pictures were saved only on the local storage in that phone, you will not get them off. If you had them backed up to some storage area like Google Photos, MS One Drive, your computer, etc..., you can get it from there. Or if they were on an SD card, remove the card and place it into the new phone.
