Before it restarts, press the power button and hold it down until the system shuts down. You may need to do that two or three times before the StartUp Repair option screen shows up. Then you can make a choice as to which way to go to force it into running properly.

Had you restarted immediately after a Windows Update when this behaviour started? he 1703 Update has caused this a few times to my knowledge.
